Preheat oven to 350 degrees F.
Slice the bell peppers in half and discard the seeds.
Wash and mince the fresh herbs.
In a non-stick skillet, cook the ground beef, onion, and garlic until beef is no longer pink and onion is translucent.
Stir in spices, tomato sauce, and water. Bring to a boil then reduce heat and let the mixture simmer for about 10-15 minutes.
Spoon the meat mixture evenly into the peppers. Place them upright in a baking pan just big enough to hold them all upright and sprinkle with cheese.
Bake for 25-30 minutes and serve while still hot.
